Knowledge Innovation HubLab

Knowledge Innovation HubLab

Knowledge Innovation HubLab

The GSPM established the Knowledge Innovation (KI) HubLab to consolidate its public management efforts. The KI HubLab is designed to particularize GSPM’s revitalized direction since 2019. The eight (8) platforms encapsulates the praxis of knowledge and innovation and serves as the fulcrum of the envisioned portmanteau of ‘hub’ and ‘laboratory

Instruction and Learning

At the heart of the pyramid is Instruction and Learning, which encompasses graduate programs and short courses—both regular and customized, to address the needs of the bureaucracy.

Research and Publication

Designed to advance the Sustainable Development Goals (SDGs), AmBisyon Natin 2040, the Philippine Development Plan (PDP) 2023–2028, and the mandates of the DAP and GSPM, the DAP Graduate School of Public Management (DAP-GSPM) is positioning itself as a leading national and global institution for public management education.

As a Research Hub for Public Management Knowledge Co-creation, GSPM produces rigorous, evidence-based research that informs policy, drives innovation, and fosters collaboration. This knowledge strengthens DAP’s role as the country’s leading institution for public sector capacity building and as a catalyst for governance, synergy, and transformative change.

Instruction and
Learning

This encompasses short courses and ladderized graduate programs, both regular and customized, offered by GSPDM in order to address the needs of the bureaucracy. The faculty members of these programs are both practitioners and academicians (‘pracademics’).

As a start, GSPDM will open a competitive scholarship grant for the Master in Public Management program. MPM is a 39-unit interdisciplinary graduate program for public sector practitioners. It incorporates the Academy’s distinctive features of combining both theoretical and practical (praxis) cum functional competencies, as well as building stewardship values. Graduates are envisioned to be reform implementers and effective public managers who will serve as change catalysts in their respective agencies.

Also, GSPDM will: -Offer the Doctor of Public Management program, possibly the first ever doctorate program in the Philippines that specializes in public management -Develop and implement new and innovative short courses and degree programs that are responsive to the needs of the bureaucracy  -Update its existing curriculum to ensure relevance and responsiveness to the changing demands of time
-Establish an e-learning platform to enhance its blended learning methodology -Engage local and international public management professors and researchers -Forge new local and international partnerships/linkages

Public Governance Discourse (Dekalogo)

Dekalogo is GSPM’s flagship platform for advancing discourse on public management and governance. Through this free public lecture series, professors, researchers, practitioners, and thought leaders share insights and engage audiences on timely issues shaping governance and public service.

Inspired by Apolinario Mabini’s El Verdadero Decálogo (The True Decalogue), which outlines the principles of good citizenship, Dekalogo promotes ethical leadership, patriotism, integrity, professionalism, and excellence in governance. The proceedings of each lecture are documented and published as valuable references for government decision-makers, practitioners, and the academic community.

In addition, GSPM hosts an Annual International Public Management Conference, bringing together scholars and practitioners to present research, exchange ideas, and explore emerging trends and innovative approaches that address today’s most pressing public management challenges

Future Studies Education

Preparing Today’s Leaders for Tomorrow’s Challenges Future Studies Education showcases GSPM’s learning initiatives on foresight, futures thinking, and emerging trends in public management. Through innovative courses and thought leadership, it equips leaders and practitioners with the knowledge, skills, and strategic mindset to navigate a volatile, uncertain, complex, and ambiguous (VUCA) world while shaping resilient and future-ready institution

Professional Advanced Global Studies (PAGS)

Experience Global Education in Public Management

Professional Advanced Global Studies (PAGS) advances GSPM’s vision of becoming a globally recognized institution through academic internationalization and strategic partnerships. The program enriches public management education by integrating international perspectives, innovative practices, and global best practices into its academic and executive learning offerings.

PAGS also promotes collaboration through faculty and student exchanges, engagement with international experts, and partnerships with leading academic and government institutions worldwide. These initiatives strengthen GSPM’s global network while enhancing the quality, relevance, and competitiveness of its programs in public management and governance.

Policy Simulation and Impact

Learning Through Real-World Decision Making Policy Simulation and Impact provides immersive, experiential learning that places participants in realistic policy and governance scenarios. Through simulations of complex and high-stakes situations, learners strengthen their leadership, critical thinking, communication, crisis management, and strategic decision-making skills.

The platform also fosters collaboration across generations and sectors, enabling participants to test ideas, explore diverse perspectives, and develop policies that create meaningful and lasting impact for communities and public institutions.

Grants, Awards and Scholarships

This will include support for graduate studies, research fellowship, faculty and student exchange, professorial chair, and others.

Policy Simulation

GSPDM will organize policy simulation activities where scholars of public management can engage in interactive discussions similar to real life situations where policy-making transpires (e.g. United Nations High-level Meeting, Congressional Hearing, Council Meeting in the Local Government Unit, Governning Board Meeting, etc.).

There will be a Policy Simulation Competition open to teams of public management scholars from GSPDM and other universities in the Philippines.

Future Studies Education

GSPDM will hold various learning activities that will serve as a platform to discuss new trends, techniques, approaches and worldviews for institution and organizations to become better prepared in confronting the challenges of the future. There will be activities to gain a better understanding of the principles of futures thinking, as well as activities to discuss how to accelerate the capacity of local government units to become cities of the future.
